Ms. Anila Alliu

Legal Advisor at the Ministry of Health and Social Protection

Ms. Anila Alliu has been appointed as Legal Advisor at the Ministry of Health and Social Protection since October 2025,
where she contributes to the preparation and review of legal acts and normative initiatives, ensuring that health policies
are aligned with national legislation and international standards.


Education

  • Graduated in Law from the Faculty of Law, “Luarasi” University (2009);
  • Holds a Master’s Degree in Politics and Governance in Europe from the Institute of European Studies;
  • Fluent in English and Italian and a member of the National Chamber of Advocacy.

Professional Experience

  • 2009–2017: Legal and judicial research career focused on case law analysis, mergers & acquisitions, SPAs,
    strategic planning, legislative interpretation and regulatory acts, contributing to the drafting of new legal initiatives.
  • 2012–2017: Led the privatization and liquidation process of public enterprises in the Republic of Kosovo,
    and served as an expert in developing and implementing national property law policies, including cadastral registration,
    valuation, and property consolidation.
  • 2017–2023: Legal Advisor to the International Monitoring Operation (IMO),
    supporting the vetting process of judges and prosecutors in Albania through supervision and compliance monitoring,
    under the guidance of the European Union and Euro-Atlantic partners.
  • 2023–2024: Advisor to the Minister, Ministry of Agriculture and Rural Development,
    leading regulatory reforms and drafting legislative policies to ensure institutional alignment with EU standards.
  • 2024: Advisor to the President of the Constitutional Court of Albania,
    responsible for coordinating international relations and representing the Court in the Conference of European Constitutional Courts (CECC).

Ms. Alliu has participated in scientific activities, trainings, and research projects on constitutional law, public administration,
and the rule of law. She has contributed analytical reports and professional assessments to several international and institutional projects.
