The objective of the Project is to support the implementation of reforms undertaken by the Government to improve the administration of justice and increase the efficiency of social assistance programs.

The project consists of the following components:

Component 1: Strengthening the implementation and performance of social assistance programs

Supporting improved implementation of both the economic assistance program (PNE) and the disability program (PAK) by providing funding for reimbursement of payments made by the Borrower from its budget funds for the program of economic assistance (Program of Allowed Expenses).

Component: Technical assistance for strengthening implementation capacity for social assistance programs

Support for strengthening the capacity of the Government to implement improvements in the provision of social assistance payments, including the following:

(a) Revision of the parameters of social assistance programs, including new assessment systems for assistance to PWDs based on the social model, review of work procedures and institutional framework and design of alternative assistance strategies for persons with disabilities disabled people who do not meet the criteria for PWD benefits based on the reform.

(b) Preparation of an exit strategy for NE beneficiaries based on innovative models and international experience.

(c) Implementation of a management information system (MIS) for PWD, including: review of basic work procedures, institutional roles and functional requirements to determine the factors used in the design of the information system for management; the development of quality control for the preparation and implementation of the management information system; the preparation of a revised policy on sanctions and enforcement mechanisms to increase opportunities for solving fraud and errors; and the design of fraud and error detection instruments, and other social inspection mechanisms.

(d) Encouraging transparency in communication and monitoring-evaluation, as well as in the engagement of citizens, among others through:

(i) continuing to develop awareness campaigns to ensure understanding and acceptance of reforms in social assistance programs through the design of a comprehensive communication strategy and specific communication tools adapted to the topics and target groups specific;

(ii) strengthening monitoring and evaluation through the design and implementation of a process for evaluating reforms in social assistance programs and the development of a disability follow-up study to support the monitoring of disability assistance reforms .

(iii) strengthening the monitoring and evaluation capacity of the Ministry of Education and Culture for reviewing work procedures and institutional organizational measures, analyzing data and updating the unified scoring formula; and

(iv) conducting an assessment survey with PWD beneficiaries to assess how satisfied they are with the PWD reform.

(e) Continue to provide support for the implementation of the Project through the financing of Operating Costs and consulting services to increase the technical knowledge of the Ministry of Education and Culture in the relevant areas including management, monitoring and daily evaluation of the project, procurement and financial management.
