On Albania Day at the World Health Organization Regional Office for Europe (Denmark), the Minister of Health and Social Welfare, Prof. Evis Sala, presented the Albanian Government’s vision for a modern, sustainable health system fully aligned with European standards.

Minister Sala outlined key reform priorities, including the restructuring of hospital services through a shift from bed-based financing to case-based financing (DRG model), ensuring that public funds follow performance and quality of care. The reform will rationalize capacities across 42 hospitals while expanding services.

She also highlighted the comprehensive oncology reform, including the establishment of the National Institute of Tumors and the National Oncology Network, in cooperation with the Istituto Nazionale dei Tumori di Milano, alongside investments in infrastructure, day-care centers in regional hospitals, and updated treatment protocols in line with advanced international standards.

Digital transformation remains a core pillar of reform, with the integration of artificial intelligence and the development of interoperable health information systems to strengthen data-driven policymaking.

During her visit, Minister Sala met with the WHO Regional Director for Europe, Hans Henri P. Kluge, and signed a two-year cooperation agreement aimed at supporting Albania in ensuring universal access to quality and affordable healthcare, strengthening health emergency preparedness, and promoting healthy communities.

In this framework, Albania also proposed a new European initiative within WHO to prevent and address digital violence against women and girls.

Concluding her address, Minister Sala reaffirmed that the ongoing reforms are designed to build a more efficient, equitable, and future-ready health system focused on quality, sustainability, and equal access for all.
