Ms. Eugena Tomini

Deputy Minister of Health and Social Welfare

Ms. Eugena Tomini has served as Deputy Minister of Health and Social Welfare since September 2025.


Education

She graduated as a General Practitioner from the Faculty of Medicine, University of Tirana in 1998,
and completed her long-term specialization in Infectious Diseases in December 2003.

In March 2015, she earned the academic degree Doctor of Medical Sciences in Infectious Diseases and Epidemiology.
Since 2022, she has held the title of Associate Professor at the Department of Public Health.


Professional Experience

2004 – 2015: Specialist in Infectious Disease Epidemiology, Institute of Public Health, Tirana.

2015 – 2020: Head of the Epidemiology Sector and Epidemic Intelligence Service, Institute of Public Health.

2010 – 2021: External Lecturer, Department of Public Health, Faculty of Medicine, University of Tirana.

2022 – present: Associate Professor, Full-time Lecturer, Department of Public Health, Faculty of Medicine, University of Tirana.

January 2021 – December 2021: Deputy Minister of Health and Social Protection.

December 2021 – September 2025: Director General, Institute of Public Health, Tirana.


Academic Activity and Publications

Ms. Tomini has authored and co-authored numerous publications in national and international journals on infectious disease epidemiology.
She has presented at conferences, workshops, and scientific symposia, and contributed to guidelines and protocols for field epidemiology and outbreak response.


Professional Contribution

Professionally, she has contributed to infectious disease surveillance, outbreak prevention, and the coordination of surveillance for endemic diseases in the country.

She has played a role in risk communication, infection prevention measures, promoting vaccination, and implementing the International Health Regulations in Albania.

She has been actively involved in projects, assessments, and studies in the field of public health.
