Ministry of Health and Social Welfare

The Minister of Health and Social Welfare, Prof. Evis Sala, held a meeting today with the Minister of Public Health of the State of Qatar, His Excellency Mansoor bin Ebrahim bin Saad Al Mahmoud, on the sidelines of the Doha Forum. The meeting focused on strengthening cooperation between the two countries in the health sector, exchanging best practices, and identifying areas with potential for joint projects.

During the discussions, Minister Sala emphasized that transforming the healthcare system is Albania’s primary challenge, highlighting three strategic priorities:

• Improving the management of healthcare services to increase quality and access for patients.

• Integrating social welfare and healthcare services to build a unified and effective model of citizen-centered care.

• Advancing digitalization and the development of artificial intelligence in healthcare as the foundation for a modern and sustainable system.

The Minister stressed the need to build a digital systems architecture that ensures interoperability—an essential component for the efficient functioning of the sector and the development of advanced AI applications in healthcare. She underlined that this transformation will provide the foundation for a sustainable, integrated, and innovation-oriented health system.

The importance of developing medical robotics in Albania was also highlighted as a strategic direction for improving treatments and surgical interventions. Minister Sala stated that Qatar, with its advanced robotics system, represents an ideal partner for cooperation in this field, offering opportunities for training, expertise exchange, and joint development projects.

Both ministers expressed their willingness to continue institutional cooperation and agreed that the technical teams of both countries will work in the coming months toward the concrete realization of new bilateral agreements and initiatives.

The Doha Forum, held this year on 6–7 December 2025 under the theme “Justice in Action – Progress Beyond Promises,” with a focus on health, finance, and global challenges, remains a global platform for dialogue, bringing together political leaders to discuss critical issues facing the world and to build innovative, action-driven networks.
