FOR LOCAL GOVERNMENT UNITS

Social Fund for social care services

Pursuant to Law No. 121/2016 “On Social Care Services in the Republic of Albania”, Article 36 provides for the obligation of municipalities to provide and administer social services.

The Ministry of Health and Social Protection, through its “Social Fund” budget, supports municipalities with funds for the financing of social care services, provided for in the Local Social Plans of each municipality.

In this context, the Ministry of Health and Social Protection announces the call for applications for local government units, which are invited to apply with proposals for a 3-year period 2023-2025, according to the Decision of the Council of Ministers no. 150/2019 “For methodology for calculating funds for financing social care services”.

For your convenience, we are attaching the Social Fund Guide 2023 on how to submit claims.

The application deadline will be from 11.01.2023 to 31.01.2023 at the postal address:

Proposals must be submitted in duplicate, signed and stamped on each page, as well as in electronic format (CD-ROM or USB drive).

Proposals will be accepted in a sealed envelope by registered mail.

“Deadline for the Declaration of the Price of Medicines”

Notification date 23.09.2022

All Marketing Authorization Holders, are advised that pursuant to the Law No. 105/2014, dated on 31.07.2014, “On medicines and pharmaceutical service”, amended, and the Decision of the Council of Ministers No. 645, dated on 01.10.2014, “On the establishment and functioning of the Commission of Medicine Prices”, amended, to declare the CIF prices of imported medicines and EXW of medicines manufactured in the country for the year 2023, within 31 October 2022. Drugs for which no price has been declared within this date, lose the right to be included in the list of reimbursable drugs for the following year.

The declaration of prices shall be filed according to the format attached to this announcement.

According to section 4 of the Decision of the Council of Ministers No. 645, amended, any declaration submitted in violation of the requirements of this format will not be taken into consideration by the Commission of Drug Prices.

“Children in the care of the Republic”

In support of point 2, article 11, of law no. 129/2021, “On the status of “Children in the care of the Republic” and in implementation of the Decision of the Council of Ministers no. 76, dated 02.02.2022 “On the composition and manner of organization and operation of the Central Status Commission “Children in care of the Republic” and its secretariat”, it is announced that members of this Commission are two representatives from non-profit organizations in the field of protection of children’s rights or human rights.

All non-profit organizations, which have experience in the field of protecting children’s rights or human rights, are invited to submit their representative candidate to this Commission.

Documentation to be submitted

  1. Expression of interest to submit their representative candidate to the Central Status Commission “Children in care of the Republic”;
  2. The decision of the Court of the relevant district for the registration of the NPO;
  3. Statute of the NGO;
  4. CV of the NGO (the projects it has implemented, the actions undertaken, as well as the issues it has handled in the activities carried out, etc.);
  5. CV of persons who will be representatives (in the capacity of a member of the Central Status Commission “Children in care of the Republic”);
  6. Document certifying the selection of the individual, candidate for membership by the governing body of the NPO (e.g. minutes of the management committee/board);
  7. Certification of the judicial situation that the representative is not convicted by a final decision or under criminal prosecution;
  8. Self-declaration form that the NPO and the person are not in conflict of interest conditions in accordance with Law No. 9367, dated 7.4.2005 “On the prevention of conflict of interests in the exercise of public functions”;
  9. Declaration by the representative of the NGO to undertake that he will perform the tasks as above, in compliance with the legislation in force.

The documentation should be submitted by 09.02.2022 in a sealed envelope to the Protocol Office of the Ministry of Health and Social Protection.

CALL FOR COMPETITION FOR THE CHAIRMAN OF THE ORDER OF SOCIAL WORKERS AND REQUIRED DOCUMENTATION

Based on the law no. 163/2014, “On the Order of Social Workers in the Republic of Albania”, as amended, the Temporary Commission in the capacity of the body responsible for organizing the firstelections, opens the call for competition for the Chairman of the Order of Social Workers.

All those interested are invited to bring the documents for Chairman of the Order of Social Workers, according to the criteria defined in the law, to the Ministry of Health and Social Protection, from November 3 – 20, 2021.

 

Candidates must meet these criteria:

  • be Albanian citizens, resident in Albania;
  • be no more than retirement age at the time of election;
  • have no less than 5 (five) years of experience in practicing the profession of social worker;
  • have communication, organizational and management skills;
  • no disciplinary measures have been taken against them in the last 5 years;
  • not have been convicted by a final court decision for committing a criminal offense.
  • have completed 2 study cycles in Social Work

Candidates must submit these documents:

  • Motivation letter
  • Curriculum vitae
  • Professional experience certificate. They must have at least 5 (five) years of experience in practicing the social worker profession.
  • Certification that they have not received disciplinary measures in the last 5 years;
  • Penalty evidence

The documents (certification of work experience and non-receipt of disciplinary sanctions), which are required by law for membership in the Order, should be accompanied by the original.

Pursuant to Law No. 121/2016 “On Social Care Services in the Republic of Albania”, Article 36 provides for the obligation of municipalities to provide and administer social services.

The Ministry of Health and Social Protection, through its budget, supports municipalities with funds for the financing of community social care services, provided for in the Local Social Plans, approved by the Municipal Councils.

In this context, the Ministry of Health and Social Protection announces the call for applications for the financing of projects providing social care services at the local level. In order to help you, on how to submit requests for funding, a guide has been drawn up, which will be attached to this call.

We would like to emphasize that complete proposals must be submitted in duplicate. The complete proposal must also be provided in electronic format (CD-ROM or USB drive). The electronic format must contain the same proposal as the officially submitted version.

Complete proposals will be accepted in a sealed envelope by registered mail, from 20.10.2020 to 15.11.2020 at:

Republication of the process of renewal of representatives of Civil Society in the Local Coordination Mechanism (MKV)

The Local Coordinating Mechanism (MKV) for HIV/AIDS and Tuberculosis was established in 2004 in Albania. The goal of the MKV is to ensure that the resources of the Global Fund for HIV/AIDS and TB are used to support an approach that is country-driven, coordinated and multi-sectoral, involving all relevant partners.

In accordance with the Governing Manual of MKV, the beginning of the selection process for the renewal and voluntary representation of civil society in this mechanism is announced.

In implementation of the manual of the Local Coordinating Mechanism (MKV) for the renewal and representation of civil society in this mechanism and in accordance with Order No. 348, Date 29.05.2020 of the Minister of Health and Social Protection, the beginning of the selection process for representatives in MKV of:

Persons living with HIV/AIDS: 1 member

Patients or former patients with TB (Tuberculosis): 1 member

Representative organizations for MSM, PID (intravenous drug users), PKS (commercial sex workers), representatives of the Roma Community: 2 members

Professional associations related to HIV/AIDS: 1 member

Professional associations related to TB: 1 member

Application Criteria[1]

The organization/association must:

  • To be a legal entity, registered in the Court or other relevant institution.
  • Having at least 3 years of previous experience.
  • Own descriptive documentation of the operation, including objectives, membership, governance, selection of officers, etc.
  • Evidence of operating transparently and in compliance with the law (payment of taxes/taxes, auditors’ statements, etc.)
  • It is desirable to work and have experience in community work, social development, advocacy, in the field of health, to be or have the capacity to expand geographically with members and networks of organizations in Albania.

For people living with HIV/AIDS:

  • To have participated in activities organized in the field of HIV/AIDS
  • To support and influence the distribution of information for the community of people living with HIV/AIDS
  • Be available for communication via telephone or online correspondence.

For patients or former patients with TB :

  • To have participated in activities organized for TB awareness and education
  • To support and influence the dissemination of information to TB patients and the community
  • Be available for communication via telephone or online correspondence.

Documentation to be submitted

  1. Introduction Letter (attached model)
  2. Registration of the Institution with the relevant authorities (for NPO Court Decision)
  3. Statute
  4. Certification of the Tax office for the previous year
  5. CV of the institution
  6. CV of persons who will be representatives (in the capacity of member and substitute)
  7. Document certifying the selection of two individuals, candidate for member and his/her substitute by the governing body of the institution (e.g. minutes of the management committee/board)
  8. A statement of the institution that undertakes to continuously represent, develop and communicate with the representative group (model attached).

Documentation can be submitted in Albanian or English, or combined.

The documentation should be submitted by 3/07/2020in a sealed envelope to the Protocol Office of the Ministry of Health and Social Protection.

Selection process

Documentation will be reviewed by the MKV Membership Renewal Committee from July 6-8, 2020. During this week, if any documentation is missing, the MKV secretariat will contact the institutions/organizations. At the end of this process, the Membership Renewal Committee will announce the candidates who meet the criteria and have correctly submitted the required documentation. The announcement on the date, place and details of the process will be made by contacting the institutions that will enter the selection process by email. At this stage, the declaration of the conflict of interest will be required of the candidates for member/substitute (Representatives of Civil Society in MKV must be recognized and engaged in the implementation of the Conflict of Interest Policy, see Annex 5 of the Renewal Manual of MKV and Governing Policies, Website of MKV: http://ccm-albania.al/).

The election process will take place for each specific representation through secret ballot. In the event that as many candidacies are submitted as the designated places, the institution/s is automatically selected. In the event that more institutions have expressed interest, a voting process directed by the secretariat and monitored by the Membership Renewal Committee will take place (one vote for yourself and one vote for one of the other institutions present). The institution/s with the most votes will be elected as representatives in MKV. For representations with the right to two places in the MKV (for Groups at Risk), when both selected have a conflict of interest the elections will have to be repeated[2]. The same will happen for all groups in case there is a tie.

Thus, the chosen institution will be announced on the day of the election, but the recognition of the election process and results must be approved by MKV.

Important note:

In accordance with the Membership Renewal Manual of the Local Coordinating Mechanism and Governing Policies, Section 1, Sections 14 and 15 and Transitional Clauses (Paragraphs 43, 44 of Appendix 1), persons who are currently members of MKV for a period equal to or more than six (6) years, cannot apply to be members in the new term of MKV (2020-2023).

SCALE-UP AND ENSURING SUSTAINABILITY OF THE NATIONAL RESPONSE TO HIV/AIDS AND TB IN VULNERABLE POPULATIONS”

The Global Fund to fight AIDS, Tuberculosis and Malaria is a financial mechanism that provides funds to countries that support programs that prevent, treat and care for people with HIV and AIDS, tuberculosis and malaria.

The main goal of the Global Fund against AIDS, Tuberculosis and Malaria is to attract, manage and distribute financial resources through the partnership of the public sector, civil society and the private sector that will enable a sustainable and substantial contribution to the prevention of infection, disease and death, reducing the burden of HIV/AIDS, TB and Malaria, in low-income countries.

As the Main Beneficiary (PR) of the Global Fund Grant against HIV and TB in Albania, the Ministry of Health and Social Protection will start the implementation of the program aimed at keeping the HIV and TB epidemic under control, at the current low levels and reducing morbidity and mortality as a result of HIV/AIDS and TB in Albania.

The overall focus of the Global Fund Transition Grant 2020-2022 is to prepare Albania for a gradual transition of the national response to HIV, from a financial support of the Global Fund to sustainable, national resources. This means a continued focus on HIV prevention services for key populations (KPs), as well as activities that specifically address transition issues.

The grant aims to provide a catalytic response and build structures that support the link between government and national institutions, focusing on the financial sustainability of national TB and HIV programs. The program strategically identifies priorities and interventions to address the burden of TB and HIV morbidity in the country, to ensure increased identification and outreach to the most affected populations in selected areas; reduction of stigma and discrimination; ensuring equitable access to high-quality HIV and TB prevention, treatment, care services, with a focus on key populations and other people vulnerable to HIV.

As the Principal Beneficiary (PB) of the Global Fund HIV and TB Grant in Albania, the Ministry of Health and Social Protection seeks to engage national partners, called Sub-Beneficiaries (BPs), to implement part of the grant activities for the years 2020, 2021, 2022. The engagement of partners as NPs is essential for the successful implementation of the grant, strengthening national capacities, promoting access to the country and long-term sustainability of programs.

The Ministry of Health and Social Protection, through the Program Management Unit (PMU) invites all non-profit organizations (NGOs) to implement the grant activities, according to the Terms of Reference, published (on the website of the Ministry of Health, Ministry of Health and Welfare). Interested organizations must provide information to demonstrate that they have the required qualifications and similar experiences to carry out these activities.

The expression of interest and the required documentation must be submitted to the following addresses in a sealed envelope sealed by the applicant, manually in the Protocol of the Program Management Unit, as well as to the email address with the subject “Expression of Interest – Project Proposals within the framework of the transition grant of the global fund for HIV/AIDS and TB“, by on 08.05.2020, 14:30.

The Country Coordinating Mechanism (CCM) for HIV/TB has been operating since 2004 in Albania. With the Global Fund Strategy (TGF) for 2017-2022, the Country Coordinating Mechanisms (CCM/CCM) play an even more important role in encouraging the country to implement sustainable and responsible programs in the supervision and planning of the Global Fund Grant transition processes. Sustainability planning is an important integral part that should be considered during the transition grant, as one of the direct responsibilities of MKVs. The functions of MKV go beyond the focus of the program supported by the Global Fund by working as a national coordinating authority for the coordination of the national response to HIV / AIDS and TB in Albania.

In this context, the Ministry of Health and Social Protection through the Local Coordinating Mechanism invites all those interested to express their interest in the consulting service “Mbëthe state of MKV Shqipëri në strengthening its capacities forër Monitoring and Transition Road of the Global Fund Grant”

On the national program of work practices for 2019, I wanted to communicate to you the announcement of the fourth call of the program,

In support of the decision of the Council of Ministers no. 395, dated 29.04.2015 “On the approval of the national program of work practices in the state administration and other public institutions”, as amended, the Ministry of Education, Sports and Youth announces the opening of the fourth call for the National Program of Work Practices.

The application deadline is from February 8 to February 28, 2019.

Application is open to young professionals between the ages of 21 and 26 who hold at least a Bachelor’s degree or equivalent.

The duration of the National Work Internship Program will be three months.

Final evaluation of Global Fund sub-recipient organizations.
After the completion of the two assessment phases (administrative and technical) and after the appeal process, the Ministry of Health and Social Protection announces the final list of winning NGOs that expressed interest in the Global Fund grant.
Based on the submitted documentation and technical evaluation criteria, out of 23 submitted applications, only 13 applications qualified as winners for the Global Fund grant.

“Project – proposals in the framework of the Global Fund Grant for HIV/AIDS and TB”

The Global Fund to Fight AIDS, Tuberculosis and Malaria, established in January 2002, is an additional financing institution for the approach against the three diseases mentioned above.
The purpose of the Global Fund against AIDS, TB and Malaria (GFATM) is: to attract, manage and distribute financial resources through the partnership of the public sector, civil society and the private sector, which will enable a sustainable and substantial contribution to the prevention of infection, disease and death, reducing the burden of HIV/AIDS, TB and Malaria in low-income countries.
As the Main Beneficiary (PR) of the Global Fund Grant against HIV and TB in Albania, the Ministry of Health and Social Protection will start the implementation of the project aimed at keeping the HIV/AIDS and TB epidemic under control at the current low levels and reducing morbidity and mortality as a result of HIV/AIDS and TB in Albania
The Ministry of Health and Social Protection, through the Project Management Unit (PMU), invites all non-profit organizations (NGOs), government institutions, academics, associations of people living or affected by HIV/AIDS and TB, international organizations to show their interest in the implementation of project proposals for the submission of grant activities according to the terms of reference published on the website of the MSHMS and the MKV. Interested organizations must provide information to demonstrate that they have the required qualifications and similar experiences to carry out these activities.

All Marketing Authorization Holders, are advised that pursuant to the Law No. 105/2014, dated on 31.07.2014 , “On medicines and pharmaceutical service” , amended, and the Decision of the Council of Ministers No. 645, dated on 10.01.2014 , “On the establishment and functioning of the Commission of Medicine Prices” , the deadline for declaring the CIF prices of imported medicines and EXW of medicines manufactured in the country for the year 2018, expires on 31 October 2017 .

The declaration of prices shall be filed according to the format attached to this announcement.

According to section 4 of the Decision of the Council of Ministers No. 645, any declaration submitted in violation of the requirements of this format will not be taken into consideration by the Commission of Drug Prices. Download Form

“Drug Price Declaration Deadline”

All Marketing Authorization Holders, are advised that pursuant to the Law No. 105/2014, dated on 31.07.2014, “On medicines and pharmaceutical service” and the Decision of the Council of Ministers No. 645, dated on 10.01.2014, “On the establishment and functioning of the Commission of Medicine Prices”, the deadline for declaring the CIF prices of imported medicines and EXW of medicines manufactured in the country for the year 2016, expires on 31 October 2015. The declaration of prices shall be filed according to the format attached to this announcement. According to section 4 of the Decision of the Council of Ministers No. 645, any declaration submitted in violation of the requirements of this format will not be taken into consideration by the Commission of Drug Prices.

Project Ref. No 2015/6: The Improvement of Emergency Medical Services in the Coastal Area (IEMSCA)

Background

In the program for the healthcare sector the Albanian Government embraces the challenge to support a new culture of upgrading health service quality, patient satisfaction and to create of a modern, sustainable, decentralized and transparent health care system through efficient and effective health services, among which the Emergency Medical Service. In this respect, the overall objective of the project is to contribute to the efficiency and efficacy preparedness and response capacity of Hospitals Emergency Medical Service (HEMS) as part of the overall reform of the National Emergency Medical Services. In particular IEMSCA aims to improve the service to the coastal communities by improving the capabilities and capacitates of in Hospitals Emergency Medical Services unit in the five public hospitals of Shkodra, Lezha, Durres, Vlora and Saranda and thus it contributes to preserve and improve the health of the related population through the reduction of excess morbidity and mortality.

Project Manager

Job Description

Under the overall responsibility and technical and financial supervision of the Ministry of Health the Project Manager (PM) will head the project in close consultation with stakeholders and partners. The PM will provide required technical and administrative support to coordinate and implement project activities at national level as well as linkages to basin-wide project objectives and activities. He/she will ensure effective management of IEMSCA project and co-funding resources. The PM will report to and be guided and supported by the project Steering Committee (SC), which will provide policy and technical guidance to ensure that the project achieves its goals, as well as cost effectiveness and sustainability.

The primary duties of the Project Manager will include:

  • Supervise and coordinate the planning and implementation of the project activities, providing proposals and liaising with the SC;
  • Establish close collaboration and working arrangements with the experts involved in project activities and the partners to ensure timely conduct of country activities, including contractual arrangements;
  • Liaise with hospital departments, partner organizations, to ensure good coordination and collaboration, including co-funding arrangements;
  • Monitor and supervise the execution of national activities, and other activities in country related to the project.
  • Prepare the terms of reference and identify consultants/operators to undertake assignments in accordance with the approved annual Work Plan, and submit required documentation to the SC for approval;
  • Prepare the required Work Plans for submission to the SC and updates on a quarterly basis with explanations of any changes. The annual plan will comprise reviews of activities undertaken and/or completed over the last year, as well as proposals for project activities to be conducted the following year (scope, specifications and timeframe and expected products;
  • Ensure that equipment, technical assistance and services are provided to beneficiaries efficiently and with timely action;
  • In close collaboration with the Partners, organize training activities at all levels and in accordance with the work plans;

Experience and Qualifications

  • A Bachelor and a Master’s level degree/ or PhD in Project Management; Public Health; Medicine; Economics or related fields.
  • Qualification Required: Not less than 3 years of professional experience at national or international levels;
  • Administrative experience (including target setting and planning, administration, finance and reporting);
  • Experience in the management and coordination of international technical cooperation projects;
  • Proficiency of spoken and written English language;
  • Communication, and IT skills;
  • Ability to work in an international environment.

Duration of Assignment and Expected InputsThe appointment will be up to 2 years
