Lavdrim Sahitaj

Mr. Lavdrim Sahitaj has been appointed as the Secretary General of the Ministry of Health and Social Protection since September 2024.

 Education

• Graduated from the Agricultural University of Tirana in 2003.

• In 2010, completed a Master’s degree in Public Administration at the Faculty of Economics, in cooperation with the University of Nebraska, USA.

• In 2015, earned the academic title of Doctor of Philosophy (PhD) in Human Resource Management from the European University of Tirana.

 Professional Experience

• 2004 – Program Coordinator for MIS (Management Information System) at the General Directorate of Water Supply.

• 2006–2009 – Project Manager of SWEB at the Municipality of Tirana.

• 2014 – Director of the Treasury Department – Tirana Branch.

• 2016–2019 – General Director of the Treasury at the Ministry of Finance and Economy.

• 2019–2022 – Director General of the State Inspectorate of Market Surveillance, where he stood out for the reforms undertaken and the institutional transformation achieved.

• 2022–2023 – General Director of the Directorate of Property Tax, leading one of the government’s most significant reform initiatives.

• 2023–2024 – Secretary General at the Ministry of Agriculture and Rural Development.

 Academic Activity and Publications

Mr. Sahitaj has been actively engaged in teaching as a lecturer at both public and private universities.
He is the author of several research papers published in international scientific journals across England, Austria, Turkey, Montenegro, Kosovo, and other countries.

Mr. Sahitaj has made a valuable contribution to the drafting of legislation in the field of Finance, as well as to strengthening institutional capacities within public administration.
