Ms. Denada Dibra Seferi

Deputy Minister of Health and Social Protection

Ms. Denada Dibra Seferi has served as Deputy Minister of Health and Social Protection since 2021.


Education

She holds a Ph.D. in Social Sciences and a Master’s Degree in Governance and Territorial Development for Public Administration,
in cooperation with the Universities of Palermo and Florence, Italy.
She completed her undergraduate studies at the University of Tirana in Italian Language and Literature.


Professional Experience

  • Chair of the Albanian Adoption Committee at the Ministry of Justice (2020–2021), where she led the legal and institutional reform
    of the adoption process, modernizing the legislation and the Family Code.
  • As Director of Health and Social Protection Development Programs, and previously as Director of Social Policies,
    she played a key role in designing social protection policies for vulnerable groups,
    as well as the social inclusion of marginalized communities, including Roma and Egyptian minorities.
  • She has led the development of national policies and standards for social services
    and contributed to the establishment of institutional monitoring and evaluation systems
    that ensure the quality of public services at both national and local levels.

Professional Contribution

As Deputy Minister, Ms. Denada Dibra Seferi is part of the negotiation team for Chapters 19 (Social Policy and Employment),
23 (Judiciary and Fundamental Rights), and 28 (Consumer Protection and Health)
within the framework of Albania’s accession negotiations with the European Union.
She contributes to the preparation and harmonization of national legislation with the
EU Acquis Communautaire, ensuring alignment of Albanian standards
with European policies on social protection, disability rights, and access to quality services.

She leads the technical and institutional dialogue with the European Commission and represents Albania
in high-level missions in Brussels, as well as in regional cooperation forums
in the fields under the Ministry of Health and Social Protection.

Ms. Dibra Seferi represents Albania in multilateral relations
and works closely with international organizations such as the World Bank, UNICEF,
Save the Children, ILO, UNDP, UNFPA, and UN Women, leading dialogue on the development
of inclusive policies and sustainable social protection mechanisms.
